Exchanging a Foreign Driver's License for a Korean One 외국면허 교환발급

A foreign driver's license alone is not enough to drive in Korea. If your license was issued by a foreign authority, you can exchange it for a Korean license at a Driver's License Test Site (운전면허시험장). You must go in person. Some countries only need a short eye and health check. Others also need a written test. Start by getting the embassy certificate or Apostille for your license, because that takes the longest.

Can I exchange my license?

Answer 3 quick questions.

Question 1 of 3

Was your license issued by a foreign government authority (not an international permit)?

!

Only licenses issued by a competent foreign authority can be exchanged. Check with the Driver's License Test Site about other options.

Question 2 of 3

Do you have an Alien Registration Card (외국인등록증) or Overseas Korean Resident Card?

!

You need your Residence Card to apply. Register as a foreign resident first, then come back.

Question 3 of 3

Can your passport show your entry and exit history from the country that issued the license?

!

You must show you were in the issuing country. If your nationality is different from that country, you need proof of staying there 90 days or more (for example school enrollment, employment certificate, green card, or a long-term visa over 1 year).

✓

You can most likely apply. Follow the steps below. Your license country decides if you need a written test.

Good to know

  • A foreign license alone does not let you drive in Korea. Driving without a valid license is against the law.
  • Use the same name and birth date on every document. If they differ, bring an embassy certificate or passport proof.
  • Test sites are nationwide. Check opening hours with your chosen site.
